Technology Misuse Law Aims to Secure Tlaxcala's Lowest Crime Rate

Tlaxcala has introduced the State Law proposal for the Protection of Citizens against the Misuse of Information and Communication Technologies. Lorena Cuéllar Cisneros, governor of the state, along with members of the State Roundtable for Peacebuilding, have collaborated on designing to prevent and penalize cybercrimes.

Cuellar Cisneros emphasized the importance of maintaining Tlaxcala as the state with the lowest crime rate in the country and addressed the growing trend of digital crimes. She urged her cabinet to enhance coordination across all levels of government to combat various forms of law violations effectively. 

Maximino Hernández Pulido, executive secretary, State Public Security System, highlighted that an analysis by the Control, Command, Communications, Computing, Coordination and Intelligence Center (C5i) underscored the necessity of establishing both federal and state laws to combat cybercrimes efficiently. He emphasized the inadequacies in the current Penal Codes regarding the categorization of fraud and identity theft.

"This law will categorize cybercrimes based on behaviors and digital means, implementing mechanisms for national and international cooperation," said Alejandro Canales Cruz, former director, C5i's Cybersecurity Unit, during the law’s proposal. "It will also introduce preventive measures through a digital civility program and define digital fraud and identity theft as criminal offenses." 

Hernández Pulido added that the potential approval of this law would significantly enhance digital security in Tlaxcala and could set a precedent for other states to implement similar legislation.
