Texas Mother Arrested; Abandoned Newborn to Die 23 Years Ago

A Texas woman has been indicted for manslaughter, charged with abandoning her newborn girl in a Johnson County cow pasture nearly 23 years ago.

The infant, dubbed Angel Baby Dow, was found dead on November 18, 2001, by a passerby who called police, Texas Attorney General Ken Paxton’s Office said

Investigators said they believe the baby was alive at birth. They collected evidence from the scene, such as a smashed key fob, a spit cup, and a Coke bottle, hoping to some day connect DNA to whoever abandoned the child.

The Johnson County Sheriff’s Office asked for help two years ago, and DNA evidence ultimately connected Shelby Stotts to the child.

Stotts is charged with manslaughter and was booked into the Johnson County jail on Monday.

Texas has a Safe Haven Law — enacted two years before Angel Baby Doe died — that allows parents to drop off an infant under 60 days old at a hospital, fire station, EMS station, or emergency room, WFAA noted.

Paxton did not mention that law in his press release.
