2 people charged in Norfolk police-involved shooting

A man and a woman have been charged for a shooting that injured a Norfolk police officer and a suspect.

NORFOLK, Va. — Two people have been charged in a police-involved shooting on Sunday, the Norfolk Police Department said.

Cassandra J. Smith, 23, and Samuel M. Burton, 29, are facing charges for a shooting that injured a Norfolk police officer and a suspect.

On Saturday, Norfolk police officers had been called to the 3800 block of Arcadia Street to assist with a Child Protective Services call around 3:15 p.m.

When officers arrived they found a woman being "combative." While officers were engaging with the woman, a man shot at officers. Officers shot back at the man, hitting him multiple times.

One officer sustained multiple gunshot wounds and non-life-threatening injuries. The man who shot at police, Burton, was also injured. He was transported to the hospital with a life-threatening gunshot wound. 

Burton will be transported to the Norfolk City Jail and held without bond once he is released from the hospital. 

Burton has been charged with attempted aggravated assault on a law enforcement officer, malicious wounding of a law enforcement officer and use of a firearm. Smith was charged with two counts of conspiracy to commit aggravated assault on a law enforcement officer, disorderly conduct and obstruction of justice.

The Virginia State Police Bureau of Criminal Investigation is continuing to investigate the actions of the officers involved in the shooting. All involved officers will be placed on administrative duty pending the outcome of this investigation.
