The Inspector General of Police (IGP) Abbas Byakagaba has left over 300 senior police officers shading buckets of tears after he halted their promotions after citing some corruption tendencies, Spy intelligence team has exclusively learnt.

According to our highly intelligence source in IGP's office, when Byakagaba took over office, he found a long list of police officers pending to be promoted on his table.

"The list of police officers to be promoted was already made pending IGP's signature and it is sent to the Police Authority for confirmation then to the President to sign," says another Source from Naguru.

The source says Byakagaba took his time and read name by name while shaking his head.

 Inside source had earlier told us that former IGP Martin Okoth Ochola had also refused to sign the promotion list saying it was not done in the right channel.

The senior police officer at Naguru informed us that Byakagaba questioned the criteria that was followed to select police officers for promotion.

 "Am not satisfied with the way officers were short listed for promotion and I can not hurry to sign," a source quoted IGP saying, adding that he ordered fresh vetting.

The source says IGP wondered how a police officer can be promoted thrice in five year. "Am seeing some police officers who were recently promoted and they are also seeking for more ranks? How and why," asked police chief adding that police ranks are not meals where you have to eat breakfast, Lunch and dinner.

He added that police officers to be considered for promotion must have stayed on the rank for the last five years, must have attained some courses and must be having a clean file. "This habit of police officers buying rank must stop. You must work for your rank," He says.

The source says Byakagaba also stressed that young officers who have not served for ten years should not be harried for promotion. " These young officers who joined as cadets and have not served for 10 years should not rushed for promotions.

Let them under go courses and be promoted later,"another source quoted him saying adding promotions should be considered for officers who have served 12 years and above with good record.

 The source says that Byakagaba revealed that when he was heading Counter Terrorism, he would not rush to second officers for promotion but he would encourage them to go for basic courses.

 Another source says, Byakagaba was briefed how senior police officers bribed to be put on promotion list eyeing bigger seats that were vacant in the force.

"Some police officers were informed about the vacant seats in force because several officers were retiring soon and to occupy their positions, they need higher ranks and that is why they bribed to be given higher ranks to fit in those vacant positions," Another source from Naguru said.

 He says the vacancies of Directors, Deputy Directors and heads of department were available because the holders were retiring and their successors had to have high ranks to be appointed in those positions.

 "Officers at the ranks of SSP,ACP and CP paid heavily to be given more ranks such that they be considered for such officers," a senior police officer told us adding that they even engaged power full ministers and UPDF Generals to make sure they are promoted.

However their bribes could have been put to waste after the whole process was aborted and fresh vetting is under way with strick and tough conditions.

 Another source says a new vetting team was formed and it is not known to several officers. Recently we reported how President Museveni warned Byakagaba over increasing corruption and bribery in police force during their meeting at state house.

Sources say Byakagaba promised the President how he will curb increasing corruption in the force.
