Davenport man sentenced to 13 years in federal prison for conspiring to distribute cocaine and crack

A Davenport man was sentenced to 13 years in federal prison after pleading guilty to a charge that he conspired to distribute cocaine and cocaine base, or “crack,” in the Quad-Cities.

Domonique Deshawn Parrow, 38, was sentenced during a hearing Thursday in U.S. District Court, Davenport.

U.S. District Court Judge Rebecca Goodgame Ebinger sentenced Parrow to 156 months, or 13 years, in federal prison on a charge of drug conspiracy. Parrow had pleaded guilty to the charge on Feb. 7.

Ebinger also sentenced Parrow to serve three years on supervised release after he completes his prison sentence.

A charge of possession with the intent to deliver a controlled substance was dismissed in a plea agreement.

There is no parole in the federal prison system.

Parrow initially was charged at the state level after officers with the Davenport Police Department’s Tactical Operations Bureau and members of the Scott County Sheriff’s Department’s Special Operations Unit served a search warrant on his Davenport home on March 2, 2023.

During the search officers seized 11 individually packaged plastic bags of “crack” cocaine weighing a total of 77.80 grams; seven individual plastic bags containing 129.10 grams of powder cocaine, and 10.85 grams of marijuana.

Officers also seized a Taurus 9mm pistol that had been reported stolen and $10,720 in cash.

Parrow was arrested on state charges of possessing with the intent to deliver cocaine and crack cocaine and being a felon in possession of a firearm.

On May 9, 2023, a federal grand jury indicted Parrow on the charges of drug conspiracy and possession with the intent to deliver a controlled substance.

Parrow will receive credit for the time he has been held in custody awaiting trial and sentencing on the charges.

This is Parrow’s second term of imprisonment in the federal system. On Oct. 28, 2008, U.S. District Judge John Jarvey sentenced Parrow to 60 months, or five years, in federal prison after Parrow pleaded guilty to a charge of being a felon in possession of a firearm. He was last released from the Federal Bureau of Prisons on Aug. 6, 2014, according to the Bureau of Prisons electronic documents.
