Photos missing from iCloud after installing iOS18 DB

Hi all, not sure if this is an iOS18 issue or an iCloud issue or something else, but thought I'd start here.

Background: I save copies of photos and videos from my iPhone to iCloud. I don't use the automatic backup, I manually upload them (like any other file) to a set of subfolders in my iCloud Drive. Have done for years, no issues.

Installed iOS DB1 and DB2 and didn't notice any issues. I'm pretty sure I was able to access the folders between then and now.

However, today I look at the Files app and the Photos folder is empty. No subfolders, no photos. After panicking momentarily, I looked at my iCloud files from an old Mac, and using the web interface. In both of those, the subfolders and photos show up. It's only in the Files app on my phone (running the iOS18 DB) that I can no longer see them.

I've checked the DB2 release notes and can't see this as a known issue, but I faintly recall reading something about photo access (maybe in the DB1 release notes). Can anyone remember or help?
