North Carolina Launches Strategic Plan to Address Direct Support Professional Shortage

The N.C. Department of Health and Human Services recently unveiled a strategic multi-year plan to combat the shortage of Direct Support Professionals (DSPs) in North Carolina. This initiative aims to bolster in-home and community-based services for individuals with intellectual and developmental disabilities across the state.

Creating a Thriving Community
NCDHHS Secretary Kody H. Kinsley expressed, "We're paving the way for a future where every North Carolinian with an intellectual or developmental disability receives the necessary support to flourish in their communities. By investing in our DSP workforce today, we are ensuring a resilient workforce for tomorrow, empowering individuals with I/DD to lead fulfilling lives within their chosen communities."

Inclusion Connects Initiative
This comprehensive plan is part of NCDHHS' Inclusion Connects initiative, which aims to provide individuals with I/DD with increased choices and access to services and support. The plan includes initiatives to enhance recruitment, retention, and training strategies to develop a strong and competent DSP workforce.

Key Initiatives
During the initial phase of implementation, the DSP Workforce Plan will focus on several key initiatives:
- Awareness and Recruitment Campaign: Targeting students in high schools and community colleges, as well as individuals who are unemployed or underemployed to promote careers in human services. The campaign is set to launch in September 2024.
- Community College Pilot Program: Partnering with selected community colleges to establish a DSP-specific curriculum and certificate program, which includes a scholarship component covering tuition and fees for participants.
- Provider Recruitment and Retention Grants: Offering grants to provider agencies to enhance their support systems for attracting and retaining DSPs.

Expanding Success
Looking ahead to 2025, NCDHHS plans to build upon successful initiatives and explore new strategies to strengthen the DSP workforce. This includes the establishment of a statewide DSP directory and continued collaborations with community colleges. The plan will undergo further refinement through ongoing community engagement and feedback from stakeholders.

Collectively, these initiatives seek to create a more inclusive and supportive environment in North Carolina, allowing individuals with I/DD to live independently and fully participate in their chosen communities.
