Ghana Moves Towards Cement Price Transparency with New Legislation

Prof. Alex Dodoo, Chairman of the Cement Manufacturing Development Committee at the Ghana Standards Authority, has underscored the importance of transparency in cement pricing as Ghana considers new regulatory measures.

The Minister of Trade and Industry, K.T. Hammond, recently presented a Legislative Instrument (LI) in Parliament to guide the regulation of cement prices, prompting discussions among industry stakeholders.

At a briefing for industry leaders on the LI’s implications, Prof. Dodoo clarified that the regulatory framework aims to foster transparency without discouraging investment in the sector.

“The goal of this LI is to ensure transparency,” Prof. Dodoo explained, highlighting concerns about maintaining industry integrity while avoiding punitive measures for non-compliance. “We want to ensure investors feel secure in a regulated environment.”

Emmanuel Cherry, CEO of the Chamber of Construction Industry, echoed the call for detailed scrutiny of the LI’s contents before its implementation.

“We need to examine the draft LI thoroughly. Our objective is to engage constructively and ensure that the regulation addresses industry concerns effectively,” Cherry emphasized.

The Cement Manufacturing Development Committee, inaugurated under LI 2280, oversees and coordinates activities within Ghana’s cement manufacturing sector, aligning with regulatory provisions enacted to streamline industry practices.
