Bond increased for Texas woman accused of trying to drown Palestinian-American children

A woman charged with attempted capital murder after authorities said she tried to drown a Palestinian-American child at a North Texas apartment pool is back in jail after a judge increased her bond.

Elizabeth Wolf, 42, is in the Tarrant County Jail after her bond was increased from a combined $40,000 to $1 million on the attempted capital murder charge and $15,000 on a charge of injury to a child, according to Tarrant County court records.

Wolf will remain in custody unless she is able to pay the bond. A bail bond agency usually will charge a fee of about 10% of the total amount.

Wolf was charged with attempted capital murder after police said she tried to drown a 3-year-old girl at an apartment pool in Euless on May 19. The woman, who witnesses said was intoxicated, made racist comments before trying to drown the girl, according to police and the child’s mother.

Euless police have asked the Tarrant County Criminal District Attorney’s Office to prosecute the case as a hate crime. The DA’s Office is reviewing the case. The Council on American-Islamic Relations has also called for federal law enforcement to investigate.

“We welcome the request that local prosecutors treat this alleged murder attempt targeting a Muslim child as a hate crime,” CAIR said in a statement. “Federal officials should take a similar action to show that allegedly bias-motivated violence targeting minority communities will never be tolerated or excused.”

The 3-year-old and her 6-year-old brother were in the shallow end of the swimming pool at the apartments, watched by their mother, on May 19 when Wolf approached and asked the mother where she was from, according to police and witnesses. The mother was wearing a hijab and speaking Arabic to her children.

The mother said in a news release from CAIR that Wolf jumped into the pool and pulled the children to the deep end, where she attempted to drown both of them.

Police said in a news release that Wolf attempted to grab the 6-year-old boy but he managed to get away. The 6-year-old is the victim of the injury to a child charge, according to court records.

The mother went to help her son, but Wolf grabbed the 3-year-old girl and forced her under the water, authorities said.

Wolf is accused of kicking at the mother as she tried to get to her daughter and pulling off her hijab, hitting her with it, according to CAIR. A man jumped into the water and helped rescue the girl from Wolf.

Wolf was approached by Euless police officers as she tried to leave and placed under arrest, initially for public intoxication.

As Wolf was being handcuffed by police she shouted, “I will kill her, and I will kill her whole family,” a witness told CAIR.

Wolf was released from jail within about a day after her initial arrest.

In a statement Monday, the Texas chapter of CAIR, which is the nation’s largest Muslim civil rights and advocacy organization, praised the decision to re-arrest the defendant with a higher bond.

“The affected family and the American Muslim community are temporarily relieved to know the alleged perpetrator is in custody again,” CAIR-Austin Operations Manager Shaimaa Zayan said.

It’s unclear whether Wolf was staying at the Euless apartment complex. Her address is listed in Grand Prairie, according to court records.

If Wolf makes bond again, it will come with conditions including home confinement unless meeting with a defense attorney or making an appearance in court. She would also be required to stay at least 1,000 feet away from the apartments and can’t contact the victims or their family.

Wolf would also be required to stay in Dallas or Tarrant counties, have a GPS tracker she pays for and have an alcohol monitoring device for which she would pay, in addition to either receiving in-patient care for alcohol abuse or attending 90 successful online Alcoholics Anonymous meetings within 90 days, providing proof to a pretrial services officer.

Wolf’s alleged actions have received condemnation from elected leaders including District 92 Rep. Salman Bhojani of Euless and President Joe Biden.
