World Bank Approves $45.5 Million Grant For Nigeria’s National Identification Project...CONTINUE READING

The World Bank has allocated $45.5 million to Nigeria’s National Identity Management Commission under the Digital Identification for Development (ID4D) project. The funds were disbursed in stages from December 2021 to April 2024, with ongoing disbursements. Overall, the World Bank approved $430 million for the project in February 2020, with the $45.5 million accounting for approximately 10.5% of the total project cost. Co-financing comes from the World Bank’s International Development Association ($115 million), the French Agency for Development ($100 million), and the European Investment Bank ($215 million).

The initiative aims to expand the National Identification Number (NIN) system in Nigeria, enhancing access to essential services, particularly for marginalized groups, and strengthening legal and technical safeguards for data protection and privacy. Despite a target to enroll 148 million Nigerians by June 1, 2024, progress has been slower than anticipated, with 107.34 million NINs issued as of May 2024, up from 104 million in December 2023. The World Bank has described the project’s advancement as ‘moderately satisfactory,’ acknowledging challenges in data management and system integrity.

Efforts include a partnership renewal between NIMC and IDEMIA Smart Identity to enhance biometric capabilities, aiming to enroll 200 million Nigerians in the NIN system by 2025. Concerns over data security persist following reports of unauthorized access and fraudulent websites monetizing NIN recoveries. NIMC has responded by intensifying security measures and regulatory oversight to safeguard against cyber threats and ensure compliance with data protection standards.
