Since libraries require beings whisper; that causes fear of becoming noisy when said beings whisper what they read; thus they remember less and are thus less literate?

Since libraries have beings whisper; that causes fear of becoming noisy when said beings read; thus said beings remember less and are thus less literate? I want to start a new kind of library called a litalkbrary. Basically at a litalkbrary you don't have to whisper, but you don't get to yell as loud as you want.
