Flint city attorney stepping down, interim replacement named

FLINT, MI - The city of Flint has announced that City Attorney William Kim will be stepping down, with his resignation effective July 26.

“I wish Attorney Kim the very best in his new position and thank him for his service to the residents of Flint,” Mayor Sheldon Neeley said in a news release. “Mr. Kim has helped guide the city of Flint through turbulent times over the past nine years, and I congratulate him on the next step in his career.

“We continue to cultivate talented individuals at the city of Flint, and I am confident that we will continue to attract top talent, based on the foundation of success laid by our current and former staff.”

Chief Deputy City Attorney Joseph Kuptz will become Acting City Attorney.

The city of Flint will post the City Attorney position and seek applicants both internally and externally.

Kim started at the city of Flint as an Assistant City Attorney in 2015 and was appointed City Attorney in April 2022.

As the chief legal officer, Kim oversaw all aspects of the city’s Legal Department, including defending the city, providing legal advice to the mayor and City Council, drafting legal documents and ordinances, and bringing about legal actions in accordance with ordinances and the city charter.

Before coming to Flint, Kim worked as a special assistant city attorney for the city of Lansing, researching and drafting legal opinions and representing Lansing in state and federal courts and administrative hearings.

Kim also previously worked as a staff attorney for the Michigan Department of Financial and Insurance Services and as a legal extern with U.S. District Court Judge Janet T. Neff.

In a resignation letter addressed to Mayor Neeley and the Flint City Council, Attorney Kim wrote, “I am proud of the progress made by the city of Flint in general, and the Law Department in particular, in positioning the city for success over the next decades.”
