A bill advocating for Nigerians living abroad to obtain the National Identity Number (NIN) passed its second reading in the Senate on Tuesday.

Introduced by Deputy Senate President Senator Barau Jibrin and initially read on June 5, the bill aims to repeal the National Identity Management Commission Act of 2007. It proposes the establishment of a National Identity Database under the NIMC’s oversight, responsible for maintaining the database, registering individuals, and issuing identity credentials.

Jibrin emphasized during the debate that the legislation is crucial for the country’s socio-economic and political development, as well as enhancing national security through an effective identity management system. The bill also aims to improve the efficiency and inclusivity of the Identity Management System, aligning with global best practices.

He highlighted provisions aimed at strengthening data protection measures to safeguard individuals’ privacy and confidentiality. Additionally, the bill seeks to enhance administrative enforcement powers to ensure timely and accurate compliance with ID registration requirements, while proposing administrative measures instead of criminal penalties for non-compliance with NIN usage requirements.

The proposed legislation is set to undergo further deliberations as it progresses through the legislative process in the Senate.
