However, Arsenal are favourites to beat Aston Villa in the race to sign the Real Sociedad and Spain midfielder this summer - according to Mundo Deportivo via Goal.
The Spain international enjoyed an impressive campaign with Real Sociedad last season, playing a key role in the club's fine form last season while also notching eight goals and five assists across 45 appearances in all competitions.
His performance alerted the likes of Arsenal, Aston Villa and several clubs in Europe to him.
Merino, is under contract with Sociedad for just one more year, which leaves the Spanish club in a difficult situation. They are likely to sell the midfielder this summer instead of allowing him leave for free next summer.
For a player with just one year contract remaining, his €60 million valuation is considered by many to be on a high, but nonetheless, Arsenal would look to reach a compromise with his employers.
Alongside both Arsenal and Villa, Barcelona and Atletico Madrid are said to be following the Spainard and at one point this summer enquired about his availability.
