According to Vanguard, Salihu Lukman, a former National Vice Chairman of the All Progressives Congress (APC), emphasized the need for the ruling party to establish and publish a code of conduct for its leaders and elected representatives. Lukman expressed his concerns during an interview on Channels Television’s Politics Today, highlighting the importance of trust in leadership.

He pointed out that the current situation, exemplified by the case of Yahaya Bello, would not have been tolerated by parties in the Second Republic. Lukman stressed the necessity for the APC to develop a code of conduct to guide the behavior of its members in leadership positions.

Lukman lamented the decline of party organs and the lack of critical discussions among party leaders. He noted that the APC, which used to have regular national caucus meetings before the 2015 election, has failed to convene its National Executive Committee (NEC) meeting under the administration of former APC national chairman Abdullahi Ganduje, even after eight months.

He said, “None of the second republic parties will allow what is going on in the case of Yahaya Bello for instance.

“This is why I keep raising the point about the APC coming up with a kind of code of conduct for elected representatives and leaders of the party because leadership is about trust.”

He warned that without active party meetings, the APC risked becoming merely an election platform, which could lead to further setbacks. Lukman urged the party leadership to seize this opportunity to reevaluate and strengthen the party's foundation to avoid potential disasters in the future.
