Roberto Rosetti, UEFA's head of referees, had provided specific examples of handball penalties in the pre-tournament briefing, including a clip of a defender's arm being hit by the ball in a vertical position, close to the body. Rosetti emphasized that such incidents should not be punished.


The inconsistency in the application of these rules has sparked frustration and confusion among players, coaches, and fans alike. The Musiala-Cucurella incident has reignited the debate about the need for clearer guidelines and more consistent officiating in the beautiful game.
