Reps summon minister over alleged diversion of N1.5bn

According to the Punch Online, The House of Representatives is investigating the alleged diversion of N1.5 billion meant for paying contractors by principal officers of the Federal Ministry of Women Affairs.

The House Committee on Women Affairs in Abuja initiated the probe following complaints from contractors about non-payment for completed projects.

Rep. Kafilat Ogbara, the committee's Chairperson, mentioned that the ministry embarked on new contracts not included in the 2023 budget, diverting funds meant for existing contractors.

The ministry, while owing money to contractors, reportedly awarded new contracts in 15 states without budgetary allocation for 2023.

Ogbara highlighted the non-payment to contractors and the diversion of funds, questioning how these contractors will be compensated.

An investigation by the Independent Corrupt Practices Commission is ongoing regarding the alleged misuse of N1.5 billion in overhead funds released in Nov/Dec 2023.

The petitioners also claimed the ministry bought seven tricycles for a military barrack in Abuja.

Additionally, the ministry entered into an agreement with the American University of Nigeria to cover Chibok girls' school fees for seven years.

The ministry's Director of Finance and Administration, Mr. Aloy Ifeakandu, stated that he followed official instructions from superiors and maintains accessible records.

The ministry's Director of Finance and Administration mentioned that he started working at the ministry in September 2023 and was not aware of previous events. He stated that individual contractors' files exist and can be traced, and there was no remaining balance in the vote when he assumed his role.

The ministry's Permanent Secretary, Mr. Gabriel Aduda, distanced himself from the situation, stating that in 2023, the ministry had a total budget of N13.6 billion, with only N3.4 billion released, resulting in a 25% budget utilization and an unreleased balance of N10.2 billion.

The Office of the Accountant General of the Federation confirmed releasing the N1.5 billion to the ministry.

The House Committee summoned the Minister of Women Affairs, Uju Kennedy-Ohaneye, to appear before it on Tuesday, July 9.

The committee instructed the ministry to halt all contract processes in 2024 until the issue is resolved, and requested the establishment of a special account for the Chibok girls and the Memorandum of Understanding (MoU) to be presented.
