President William Ruto has articulated a comprehensive rationale behind the Kenyan government's shift from the National Hospital Insurance Fund (NHIF) to the new Social Health Insurance Fund (SHIF).
Addressing the nation on X, President Ruto emphasized that the transition aims to broaden access to healthcare for all Kenyans, including those who struggle financially, while combating entrenched corruption within NHIF.
"NHIF's current scope is limited; it only covers small segments of our society," President Ruto explained during a recent address. He underscored his commitment to ensuring universal healthcare access, even for the economically disadvantaged, citing the introduction of a means testing system as part of this effort.
Despite facing delays in SHIF's implementation, President Ruto attributed these setbacks to legal challenges instigated by powerful cartels within NHIF. These groups, he alleged, have exploited the system for personal gain and are now resisting reforms that would undermine their interests.
Health Cabinet Secretary Susan Nakhumicha echoed these sentiments, highlighting ongoing sabotage by corrupt elements aimed at thwarting healthcare reforms. "The war against graft in NHIF and other institutions is ongoing," Nakhumicha declared, underscoring her determination to root out malpractice and ensure public resources benefit all Kenyans equitably.
President Ruto's administration views SHIF as pivotal to its broader healthcare reform agenda, promising a more inclusive and robust system compared to NHIF. The new scheme aims to streamline healthcare financing, eliminate corruption, and guarantee quality healthcare services for every Kenyan.
