Outgoing Kenya's High Commissioner to Uganda Major General ( Rtd) George Owinow is one of the biggest casualties of the latest changes by President William Ruto to the country's foreign missions.
In the changes made on Friday March 8, 2024, Major General ( Rtd) Owinow was replaced as Kenya's High Commissioner to Uganda, the position he had held since 2022.
The position has been taken over by former Kisii Deputy Governor, Joash Maangi.
Once one of the most powerful Kenya Army generals in the country, Major General ( Rtd) Owinow served as the Commandant, Defence Staff College and later Kenya Military Academy.

He would later serve at the National Defence University-Kenya as a senior lecturer before hanging his boots after over three decades in the military.
The exit of Major General ( Rtd) Owinow as Kenya's High Commissioner to Uganda could be the end of an era for that former Kenya Army soldier in the public service.
As for Maangi, his appointment as Kenya's envoy to Uganda marks the beginning of a new chapter in his life after his failed political gamble in 2022.
